Definition and Core Concept

Democracy is a system of government in which power rests with the people, who exercise control through voting and democratic processes.

Etymology: "Demo" (people) + "kratos" (rule) = rule by people

Key understanding:

  • People are source of political authority
  • Government accountable to people
  • Popular participation in decision-making
  • Protection of individual rights
  • Rule of law and due process

Why democracy matters:

  • Respects human dignity and equality
  • Reflects popular will
  • Provides peaceful change mechanisms
  • Protects against tyranny
  • Enables individual freedom

Types of Democracy

Direct Democracy

Definition: People directly make decisions; no representatives

Characteristics:

  • Citizens directly vote on laws and policies
  • No intermediaries between people and government
  • Requires active participation
  • Small-scale implementation

Historical examples:

  • Ancient Athens (limited: only male citizens)
  • Swiss cantons (referendums and initiatives)
  • Town meetings (New England)

Modern forms:

  • Referendums (people vote on specific issues)
  • Initiatives (citizens propose laws)
  • Recall elections (remove officials)
  • Citizen assemblies

Advantages:

  • Pure reflection of popular will
  • High citizen participation
  • Educated citizenry
  • Direct accountability

Disadvantages:

  • Difficult in large populations
  • Requires informed citizenry
  • Time-consuming
  • May lead to tyranny of majority
  • Susceptible to demagogues

Representative Democracy

Definition: People elect representatives to make decisions on their behalf

Characteristics:

  • Citizens vote for representatives
  • Representatives make laws and policies
  • Periodical elections
  • Delegation of authority

Forms:

  • Parliamentary: Parliament is supreme, executive from parliament
  • Presidential: Separation of powers, president directly elected
  • Mixed/Semi-presidential: Both president and prime minister

Advantages:

  • Scalable to large populations
  • Representatives have expertise
  • Enables deliberation
  • Protects against passions of moment

Disadvantages:

  • Distance between people and government
  • Representatives may not reflect constituents' wishes
  • Oligarchy risk (power concentrated in few)
  • Voter apathy

Participatory Democracy

Definition: Combines representation with direct participation

Characteristics:

  • Regular elections and representation
  • Plus mechanisms for direct participation
  • Citizens involved in policy-making
  • Deliberative processes

Examples:

  • Participatory budgeting (citizens decide budget allocation)
  • Citizens' juries
  • Deliberative assemblies
  • Community organizations
  • Online participation platforms

Goal: Increase citizen involvement beyond voting

Essential Principles of Democracy

Principle: People are ultimate source of authority

Implementation:

  • Right to vote
  • Elections for representatives
  • Right to change government
  • Popular will respected

Majority Rule with Minority Protection

Principle: Decisions by majority, but minority rights protected

Balance:

  • Majority cannot oppress minority
  • Fundamental rights protected
  • Minority voice heard
  • Constitutional protections for all

Challenge: Protecting minorities in majoritarian system

Accountability

Definition: Government responsible to people

Mechanisms:

  • Elections (periodic accountability)
  • Free press (monitoring government)
  • Public hearings and transparency
  • Impeachment (removal of officials)
  • Recall elections

Equality

Political equality: Each person has equal political power (one person, one vote)
