Public Policies in India - Types of Policies

10 min read·CUET PG Political Science

Policy type classification refers to categorizing policies based on their primary function, mechanism of action, and impact on society. Different policy types have different characteristics, serve different purposes, and require different implementation approaches. Lasswell's typology (distributive, redistributive, regulatory, constituent) is the most widely used framework for understanding policy variations.

Type 1: Distributive Policies

Distributive policies allocate government resources, benefits, and services to specific individuals, groups, or geographic areas. They are characterized by additive benefits—benefits given to some do not necessarily reduce benefits to others.

Key Characteristics

Who Pays: All taxpayers (general tax revenue).

Who Benefits: Specific groups or areas (targeted beneficiaries).

Political Conflict: Relatively low; most groups accept logic of providing benefits.

Implementation Complexity: Moderate; primarily requires resource allocation and eligibility verification.

Reversibility: Can be ended or modified with less political difficulty.

Examples of Distributive Policies in India

Educational Programs: Mid Day Meal Scheme (free meals for school children), Scholarship Programs (scholarships for disadvantaged communities), Right to Education Act (public provisioning of elementary education), Textbook Distribution (free textbooks to students).

Agricultural Policies: Agricultural Subsidies (fertilizer, seed, pesticide subsidies to farmers), Pradhan Mantri Krishi Sinchayee Yojana (irrigation grants to farmers), Minimum Support Price (government purchases agricultural products at guaranteed prices), Crop Insurance Schemes (Pradhan Mantri Fasal Bima Yojana).

Healthcare & Nutrition: Ayushman Bharat (health insurance for poor households), ICDS (Integrated Child Development Services - nutrition and health programs for children), Public Health Services (subsidized/free healthcare through government hospitals).

Infrastructure Development: Roads (Pradhan Mantri Gram Sadak Yojana connecting villages with rural roads), Electrification (Pradhan Mantri Sahaj Bijli Har Ghar Yojana), Water Supply (government-funded water and sanitation infrastructure).

Cultural Policies: Heritage Preservation (government funding for temple maintenance, museum operations, cultural centers), Broadcasting Services (funded through public revenue - AIR, Doordarshan).

Implementation Characteristics

Strengths: Relatively straightforward delivery mechanism. Clear beneficiary identification. Less politically contentious than redistribution. Visible benefits build political support.

Challenges: Targeting errors—some non-target groups may access benefits. Coverage gaps—high eligible population may exceed capacity/budget. Quality issues—speed may compromise quality. Leakage—benefits may not reach intended recipients due to corruption/administrative failures.

Type 2: Redistributive Policies

Redistributive policies transfer resources or wealth from one segment of society to another, typically from wealthier to disadvantaged groups. They involve changes in the distribution of income and wealth through taxation and subsidies.

Key Characteristics

Who Pays: Wealthier segments (through taxation, fees, reduced resources).

Who Benefits: Disadvantaged segments (poor, marginalized, vulnerable).

Political Conflict: HIGH; wealthy resist wealth transfer; contested ideology.

Implementation Complexity: Complex; requires means-testing, eligibility verification, behavioral tracking.

Reversibility: Once implemented, politically difficult to terminate.

Why Redistributive Policies Face Political Resistance

Redistributive policies create zero-sum political conflict—what one group gains, others lose. This creates organized opposition from wealthy groups resisting taxation, ideological battles on government's role in equality, implementation obstacles from resource constraints limiting benefits, and sustainability questions about long-term fiscal viability.

Examples of Redistributive Policies in India

Employment & Income Support: MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) guarantees 100 days annual employment at minimum wage, creating direct income transfer to poor rural workers. Since 2005, employed approximately 2 billion person-days and disbursed ₹5+ lakh crores. Unemployment Benefits—though limited in India, some state unemployment assistance schemes exist. Pension Schemes—Vidhwa Pension, Old Age Pension—direct cash transfers to vulnerable groups.

Poverty & Social Protection: Pradhan Mantri Jan Dhan Yojana (PMJDY) provides universal banking for poor households; also linked to other schemes. Direct Benefit Transfer (DBT) provides cash transfers to beneficiaries to reduce leakage. Socially Economically Backward Classes (SEBC) Programs—OBC reservations in government employment and education involve redistribution of opportunities.

Housing & Basic Services: Pradhan Mantri Gramin Awas Yojana (PMGAY) / Rajiv Awas Yojana (RAY) provide housing subsidies for economically weaker sections. Swachh Bharat Mission provides subsidized toilet construction for poor households.

Food & Agricultural Support: Public Distribution System (PDS) sells subsidized food grains to poor households. Food Subsidy—government subsidizes food prices; cost borne by taxpayers in general. Loan Forgiveness Schemes—several states forgave agricultural loans to distressed farmers (2017 onwards), representing income transfer mechanism.

Education & Skill Development: Scholarship Programs for SC/ST/OBC provide financial support to disadvantaged students. Free Professional Training—government-funded vocational training with stipends for poor youth.
